The City of Niles has always attempted to keep its cost of electricity as low as possible for its customers. In fact, the City has not raised rates on its residential customers since 1988. As part of the cost containment effort, in a period of rising costs during 2009, the City made a conscious decision to utilize cash reserves rather than raise rates. As a result, in late 2010, the City sought assistance from its energy supplier, American Municipal Power, Inc. (AMP) to assist in an advisory capacity providing expertise in electric system operations which was offered at no cost to the City. The City passed ordinance #18-10 in October 2010 enlisting AMP’s assistance. The City also asked the consulting firm, Utility Financial Solutions, to update a cost of service study completed earlier in the year. The updated study is now complete, integrating the current FCA of $0.02/kw (which will now show $0.00 unless their needs to be a six month adjustment for increased fuel costs.) and implementing a 6 month rolling average Fuel Charge as of the December 2011 Billing Cycles. Also, in order to mitigate the expected volatility of power costs, AMP offered to assist the City by providing a rate stabilization program in the near term. |
