NOTICE OF PUBLIC HEARING #1
The City of Niles intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant Program (CDBG) Small Cities Program, a federally funded program administered by the State. The application is due by June, 2015. The City is eligible for $75,000.00 of Fiscal Year 2015 CDBG Allocation Program funding, provided the City meets applicable program requirements. Those requirements include: to benefit low and moderate income (LMI) persons, prevent or eliminate slum and blight; meet an urgent need; Fair Housing; administration threshold for funding; allowance for planning and public service activities, and other Federal and State compliances.
The first of two Public Hearings will be held on Monday, March 2, 2015, at 4:00 P.M. in the City of Niles Council Chambers, 15 E. State Street, Niles, Ohio 44446.
This hearing will provide a general description of the programs, funding availability, eligibility requirements, and procedures to follow. The activities of the program (see attached) are designed to meet the National Objectives of principally benefiting low and moderate income persons, and/or prevent or eliminate slum and blight.
Competitive Set-Aside Programs are: 1) Neighborhood Revitalization; 2) Downtown Revitalization, and 3) Critical Infrastructure programs. Communities can apply for these programs, where the maximum grant amount is $300,000. The City can apply for two of these programs at any one time.
Citizens are encouraged to attend the Public Hearing on March 2, 2015 to provide their input for the City’s Community Development Program.

The City of Niles, Ohio intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the state. The City is eligible for $75,000.00 of Program Year 2015 CDBG Allocation funding, provided the City meets applicable program requirements. On March 2, 2015, the City conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other important program requirements.
Based on the assessment of the City’s needs, the City is proposing to undertake the following CDBG activities for Program Year 2015.
CDBG Allocation Grant Program - $75,000.00
Activity No. 1 Street Improvements - $ 61,300.00
Activity No. 2 Planning $ 1,200.00
Activity No. 3 Administration - $10,000.00
Activity No. 4 Fair Housing - $ 2,500.00
The City is also eligible to apply for CDBG Competitive set-aside grants up to $300,000. The City is proposing to request a $224,000 Critical Infrastructure grant to construct the Gypsy Lane Storm Sewer Improvement Project.
The activities meet the National Objectives of principally benefiting low and moderate income persons, or eliminating slum and blight.
A second public hearing will be held June 15, 2015 at 4:00 P.M in the First Floor Conference Room at Niles City Hall, 34 West State Street, Niles, Ohio, to give citizens an adequate opportunity to review and comment on the City’s proposed CDBG Applications, including the proposed activities summarized above, before the City submits its Application to the Ohio Development Services Agency.
Citizens are encouraged to attend this Hearing on June 15, 2015 to express their views and comments on the City’s proposed CDBG Applications.
